Srinagar: At least 172 CIC Operators working in Rural Development Department of J&K have appealed the Lieutenant Governor Manoj Sinha to regularise their services.
The operators were hired on contractual basis on 2004 for Rs 10 K per month i.e (Rs 333/= per day). As per the aggrieved, appointments of the CIC Operators have been made by open competition after proper advertisement in leading newspapers of Jammu & Kashmir and calling applications from the eligible candidates in the year 2003-04, then their recruitment have been made on merit basis through proper recruitment procedure through District Level Appointment Committee constituted by the Government of J&K headed by Deputy Commissioner’s of concerned District in the year 2003-04.
It is worth to mention that all the CIC Operators are well qualified having MCA, M Tech, MSc.IT, B.E & B.Tech Degrees and are technically very sound. They are handling efficiently all the online work of departmental portals viz E-gram-swaraj, SBM, PMAY,Peoples Plan Campaign (Sabki Yojna Sabka Vikaas), GPDP, Mission Antyodaya , PFMS etc and other e-Governance related activities. Besides all other office assignments viz-a-viz elections, Establishment, Accounts, works etc. at Block/ District /Directorate /Secretariat level.
The Jammu & Kashmir Government in the year 2014 passed a Cabinet order to formulate a proposal for the regularizations of 172 CIC Operators in the Rural Development Department J&K and 172 Data entry operators have been created for regularization of services of 172 CIC Operators vide Govt. Order No. 320-RD & PR of 2016 dated14.12.2016. Subsequently in the year 2017, the high level Empowered Committee of J&K Government vide its 58thMeeting dated 22.03.2017 & 60th Meeting dated 12-10-2017 headed by Principal Secretary, Finance Department J&K cleared their cases for regularization under Special Provision Act 2010. The recommendations have also been communicated to the Department of Rural Development & PR by the Finance Department of J&K for issuing regularization orders as Data Entry Operators vide vide O.M No. PS/DC/Misc-353/14 dated 22-05-2017, O.M. No. PS/SC/Misc-374/14 dated 24-01-2018 and O.M No.PS/DC/Misc-353/14 dated 01-06-2014.
In spite of the concurrence from Finance Department of J&K` twice, Department of Law, Justice and Parliamentary affairs and Advocate General of J&K also given their legal opinion for regularization of these 172 CIC Operators.
President of CIC Operators Association Nayeem Siddique stated that they have provided our 17 years prime / precious service for the betterment of Rural Development Department and despite completion of all codal formalities, still Administration of UT of Jammu & Kashmir inordinately delaying for issuance of our formal orders by playing drakes and ducks and he seeks personal intervention of Hon’ble Lieutenant Governor of Jammu & Kashmir in the matter on merit basis and provide justice to 172 families as early as possible.
“For the last twelve years our salary has not been enhanced. Since, our voices are being suppressed. Even the matriculate helper gets more than what we get here In Rural Development Department and our degrees is having no weightage”, the president of Association added
We also handfoldely appeal to Hon’ble LG Sahab to issue necessary instructions for the enhancement of our salary as an interim relief from Rs 10,000/= to Rs 25,000/= , so that we can able to feed and fulfill the needs of our families during these market inflation period.
