In a significant directive, Farooq Ahmad Bhat, Additional District Judge, Srinagar, has ordered a detailed investigation into the alleged involvement of government employees in running a private tuition centre, SKIE, through proxy partners.
The order was passed during the hearing of a partnership dispute filed by petitioner Mufti Hamid through his counsel, Advocate Sajad Ahmad Mir. The petitioner alleged that four government employees were secretly operating the coaching institute while listing their wives as partners “on paper.” Hamid contended that despite being in government service, the individuals were actively managing the centre in violation of service conduct rules and other legal provisions.
After hearing objections and counterarguments from both sides, Judge Bhat directed the Senior Superintendent of Police, Crime Branch, to conduct a full inquiry into the alleged dereliction of official duties and possible breach of employment laws. The Crime Branch has been instructed to submit a comprehensive report within two months, detailing the extent of involvement of the government employees in running the private institute.
What began as an internal dispute among SKIE’s partners has now evolved into a wider probe into potential misuse of government positions for private commercial gain. The court’s order signals a serious scrutiny of service rule violations by government employees engaged in unapproved business ventures.
